Da\u011f\u0131stan’dan Erzurum’a g\u00f6\u00e7m\u00fc\u015f bir aileden olup 1898 y\u0131l\u0131nda \u0130stanbul’da do\u011far. Babas\u0131 \u00fc\u00e7\u00fcnc\u00fc ordu muhasipli\u011finden emekli Mehmed Nazif Beydir. Babas\u0131ndan ilk e\u011fitimini al\u0131r, ondan Fars\u00e7a G\u00fclistan ve Bostan’\u0131 okur (Tarlan, 1995:1).Babas\u0131n\u0131n g\u00f6revinden dolay\u0131 Manast\u0131r ve Selanik’te kal\u0131r, e\u011fitimini burada s\u00fcrd\u00fcr\u00fcr. \u0130stanbul’a ailesinin d\u00f6n\u00fc\u015f\u00fc \u00fczerine Vefa \u0130dadisi’ne devam eder. Burada Frans\u0131zca \u00f6\u011frenir, Fars edebiyat\u0131na y\u00f6nelir. Askerli\u011fini D\u00f6rd\u00fcnc\u00fc Sahra Top\u00e7u \u015eubesi ile \u015eube-i Mahsusa’da Osmanl\u0131 Kanunlar\u0131n\u0131 Fars\u00e7aya terc\u00fcme g\u00f6reviyle tamamlar. Dar\u00fclf\u00fcnun’un Frans\u0131zca ve Fars\u00e7a b\u00f6l\u00fcmlerini, 1920 y\u0131l\u0131nda da Edebiyat Fak\u00fcltesi’ni bitirir. 6 Nisan 1919’da Gazi Osman Pa\u015fa \u0130dadisi’ne Frans\u0131zca \u00f6\u011fretmeni olarak tayin edilir. Bu g\u00f6revden sonra bir\u00e7ok T\u00fcrk ve az\u0131nl\u0131k okulunda Fars\u00e7a, Frans\u0131zca, edebiyat ve T\u00fcrk\u00e7e \u00f6\u011fretmenli\u011fi yapar. 20 A\u011fustos1933 tarihinde \u0130stanbul \u00dcniversitesi Edebiyat Fak\u00fcltesi’ne metinler \u015ferhi do\u00e7enti olur. 1 A\u011fustos1941’de profes\u00f6rl\u00fc\u011fe y\u00fckselir. 1 A\u011fustos 1972’de emekliye ayr\u0131l\u0131r. 30 Eyl\u00fcl1978’de vefat eder. Cenazesi, \u0130\u00e7erenk\u00f6y Kabristan\u0131’na defnedilir. <\/p>\n\n\n\n

Tarlan, metin \u015ferhi, metin ne\u015fri, biyografi eserleri, edeb\u00ee, d\u00een\u00ee, i\u00e7tima\u00ee vb. konulardaki yaz\u0131lar, terc\u00fcme ve telif \u00e7ok say\u0131da eser kaleme alm\u0131\u015f \u00f6nemli bir ilim adam\u0131 olmakla beraber \u015fiirler de kaleme alm\u0131\u015ft\u0131r. \u015eiir yazmaya k\u00fc\u00e7\u00fck ya\u015fta ba\u015flayan Tarlan, edebiyat\u0131n de\u011fi\u015fim ve d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecine paralel olarak Servet-i F\u00fcn\u00fbn \u00fcsl\u00fbbunda soneler, divan tarz\u0131nda T\u00fcrk\u00e7e ve Fars\u00e7a gazeller, \u00e2\u015f\u0131k ve tekke edebiyat\u0131 vadisinde ko\u015fma ve nefesler, Mill\u00ee Edebiyat cereyan\u0131n\u0131n etkisinde manzumeler, serbest vezinde \u015fiirlerle devam etmi\u015ftir (Kut, 2011:109) Bu \u015fiirlerinde de\u011fi\u015fik ak\u0131mlar\u0131n etkisinde kalm\u0131\u015ft\u0131r. Tarlan’\u0131n \u015fairli\u011finin \u00f6nemli bir y\u00f6n\u00fc de tarih d\u00fc\u015f\u00fcrmesidir (\u00c7elebio\u011flu, 1989:20-21).
